Perkins Consortium Policy for the 2018-2019 Grant Year:
It is the policy of the ESU 9 Perkins Consortium that when attending professional development during non contract time, member schools are reimbursed $150 per day. This is limited to a total of three days per CTE teacher/counselor per grant year. Based upon the budget in March, an increased amount may apply to the NCE conference specifically ($220 in 2019).
When attending professional development during contract time, member schools are reimbursed the specific school district’s rate of pay per teacher, per day for substitutes. Mileage is also reimbursable. Please document the mode of travel: School Vehicle or Personal Vehicle. This is limited to a total of three days per CTE teacher/counselor per grant year.
By attending three days of “qualifying” professional development, CTE teachers and guidance counselors become eligible to submit a purchase reimbursement request in the amount of $500. The request must meet criteria for equipment or technology used for the advancement of career education.
For each grant year, qualified PD will be documented and accounted for by the grant manager. Only 3 days will roll over for the next grant year, if not used to make a $500 purchase the previous year. The exception to this is the fourth day of NCE. NCE day #4 will carry over to the next grant year as NCE attendance is a consortium priority. All professional development days attended after our advisory meeting in March will count towards eligibility for the 2019-2020 grant year.
*Note - NCE Conference registration will be paid directly by ESU 9. A stipend for non-contract time and travel expenses will be processed through each school district's payroll for attending the NCE conference 2020.
"Qualified" Professional Development Defined:
The ESU9 Perkins Consortium defines "qualified" professional development (PD) as adult learning experiences that enhance professional practices and skills in the area of career and technical education, math, literacy, and college/career readiness. A day of PD is defined as 6 hours. The intention for stipends and purchase reimbursements is to support such "qualified" PD. Examples of "qualified" PD include those sponsored by: Career Education Office (NDE), Partnerships for Innovation, and ESU's.
Professional Development:
Professional Development should promote leadership, disseminate current research and best practice and enhance knowledge and skills of NCE instructors, administrators and counselors resulting in improved quality of NCE. Professional development must be more than a one-day workshop experience; the emphasis is on a sustained and focused professional development program. Support the recruitment and retention of highly qualified professionals to deliver effective and engaging instruction in all areas of career education.
Stipends/Extended Contract Time:
Stipends may be paid to teachers or participants (other than students/clients) participating in inservice training or workshops if one of the following conditions is met:
• There is a genuine need to pay stipends. Example: The inservice training or workshop is conducted after school hours, weekends or during the summer. Actual expenses may also be reimbursed in addition to the stipend.
Or
• The stipend is paid in lieu of paying expenses (travel, registration, etc.) If stipends are paid, it will be necessary to check the IRS guidelines because under some circumstances stipends may be subject to Social Security and Income Tax withholding Substitute Teacher Salaries. Substitute teachers are an eligible expense if it allows for NCE teachers to participate in professional development activities.
